The time of year may make this a cold and wet outing, but Washington Park has lovely views of the entire city with Mt Hood as a backdrop. Just be sure to bring your umbrella (yes, you’re allowed to have an umbrella in Portland).

Also in Washington Park and at the mercy of inclement weather, but with Portland’s rain, comes beautiful green. It’s worth getting a little wet.
